William Burns serves as Vice President in the Actuarial Department of Holborn
Corporation, which he joined in 2001. From 1996 to 2001 Bill served as Senior
Vice President and Chief Actuary for PHICO Group in Pennsylvania, where he
was responsible for all ratemaking, loss reserving and statistical analysis of
operational results. His department was also involved in negotiating their
reinsurance program and terms for large national accounts. Prior to his work at
PHICO, Bill served as Assistant Vice President and appointed actuary for the
Medical Inter-Insurance Exchange in New Jersey and held various positions at
GRE Insurance Group, Continental Insurance and Chubb.
Bill graduated from Seton Hall University with a B.S. in Mathematics. He is an
Associate of the Casualty Actuarial Society, a Member of the American
Academy of Actuaries, and a frequent speaker on issues facing the medical
malpractice industry.
